Looks like you have returned to selling after a long break, and this required you to register for eBay's Managed Payments.
You say you have provided details of a bank account for this purpose, but it then must be verified. The usual method here, is for eBay to send 2 micro deposits into that nominated bank account for you to receive, and confirm to eBay. They are not sent instantly, and can take 5 days to appear.
Once this is completed, you will be able to list items for sale, and receive payouts from those sales.
