Please could someone look into why I owe eBay money as a matter of urgency

We are members like yourself so we have no access to your account.
Only a guess but did you at one time list a vehicle for sale and it did or didn't sell? Then, there would be a listing fee to pay regardless of sale.
Only peeps who can tell you what the fee is for, is eBay Customer Services, and if owed, you do need to pay it not only has it restricted your account, be aware that eBay do send debt collectors.
I strongly recommend contacting CS 8 a.m. on a weekday when the lines open for ' live agents' as then, there's more chance of Dublin answering.
This is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.

It's not easy to get through to CS, you just have to have perseverance! Instead of a quick option, 'Contact Us' which put you direct to a CS agent, you have to scroll past ' How Can We Help you today, to the very bottom and click on the Contact Us below Need More Help?
That takes you to an annoying AI bot but if you persevere keep asking questions it cannot answer and Insist on an agent, they do finally put you through and say .... waiting time ** minutes!

It will be because you listed and sold two Mercedes Sprinter side windows in December.
Unortunately, you listed them in the Campervans and Motorhomes category, so this was classed as having sold a motor vehicle. Fees are payable for motor vehicle sales. The listing fee plus final value fee will account for the £20 you owe eBay.
You could try contacting customer support to explain your mistake, when they might agree to cancel this fee. Or they might not.
