As long as the seller is not providing any tracking which shows delivery proceed this way.

Has a reasonable time passed your item's last estimated date for delivery,  and you have not received the item?

Then,  if the seller is not being helpful,  go right of the item purchased,  and from More Actions select....  I Have Not Received My Item.

If you are not fully refunded within 3 days,  you must escalate the case on day 4 or within 30 days from opening the case,  and eBay will step in and force the refund.

Do not close the case early for any excuse or promise the seller may give,  and do not forget to escalate.

You can leave feedback, but make it factual , be polite there are feedback rules to follow and aggressive rude feedback can be removed as can one mentioning any case,  refund or an eBay involvement.

Have you opened an eBay item not received claim?

Has your seller supplied a tracking number showing delivery?

You haven't received any feedback calling you a liar. If you do, as a buyer you can ask eBay to remove it.

If you don't receive an item, don't get into an argument with the seller - open a case under eBay's money back guarantee.

Bear in mind that eBay can only go by the tracking record. If this states that the item was delivered eBay can't hold the seller responsible for what happened to it afterwards. So many items are stolen from the doorstep that the police are advising buyers in high risk areas to consider using click and collect services instead.

When leaving feedback you have reported so many cases of not receiving items that the above advice may be worth  considering.
