why when an item is 1.49 and you go to buy it says 1.50

so why do we get charged this extra penny, you imagine how much someone is getting with the amount of members ebay has

Neither eBay nor sellers can "round bids up" to the nearest penny. What the item sells for is what you should be charged. There are possible reasons for what you describe, but without seeing the full transaction details and where and how the rounding up occurred it's impossible to advise you.
