why is e-bay wanting my bank details instead of using PayPal

Why the sudden change.  I like the seller / PayPal exactly how it is. I don't want to link my bank details to e-bay.

Can I opt out of this.

The change has been imminent for a while and if you choose not to register using managed payments,then you will be giving up the option to sell on ebay,see here,Introducing managed payments on eBay | eBay

I use my PayPal balence to buy things. This means I will no longer have a paypal balence. PayPal don't even have my bank details as I never give my bank details away. I think this is a horrible thing they are doing to force sellers this way. So I either accept it or close my business.

but you are not a registered business seller - once in MP you will pay higher fees to eBay and have less protection.
