On the seller hub under Site Preferences then Personal Details then Payment options and edit to the right

ACCOUNT > Personal Detais > Financial Details.

Not sure what you mean about changing Bank Account Details to another Card. You are either changing Bank Details or Card Details, or both. Bank Details are constant, Card Details have an expiry date.
