If i have never sold an item on ebay but bought 100's with an excellent feedback record what is the limit to the amount i can first sell - could i sell a gold bracelet for over one thousand pound for example

No you would be restricted as to how much you can Sell as a New Seller. Type Start Selling on Ebay into Help and Contact at the top of the Page.

Listing anything of great Value is very risky on here. You could lose the Item and your Money.

As for your Feedback sorry to pour Cold Water but Buyers can only receive Positive Feedback 🙂

No. Firstly your accountb needs to be updated to a selling account and as a new seller you will have restrictions at first.

For a new seller you would be very unwise to try selling anything expensive , scammers target new inexperienced sellers and you could lose an expensive item. Better to learn with low value items, then if you make mistakes it should not be expensive. 

As buyers can only have positive feedback and all have 100% it does not prove that you will be a Good Seller. In fact buyers feedback is pretty meaningless, you can tell more about a buyer by the feedback they leave for others that what they have received.
