what does this mean?

Asked for permission to sell items, got code through the post, now when I try to sell an item I get the message below. The email I got sent regarding increasing the number of items I could sell contains NO instructions whatsoever just saying my application was approved. So the emails says I can sell but the message below comes on when I try to sell and says I can't. Utterly absurd. Anyone know what I can do about it?
