shill bidding

Hi, i bought some floor boards recently and sadly paid cash on collection as requested in the advert.

I collected them in apparently sealed packets so when i got home and looked carefully i could see the packs had in fact been opened and rewrapped with a layer of clingfilm around them.  The packs contained two types of board, one light and one dark, which makes it useless.  There is too little of each kind to be used.

Anyway i am trying to get the seller to give me my money  back, he is currently refusing or saying if i bring it back he might. As its a two hour drive and he might not i am not doing this, i have suggested he comes to collect it.

That aside when i bought it i did end up paying a bit more than i intended as at the last minute two people kept bidding against me.

When i checked both these people had bid on no other items in the last 30 days but this one.  Which felt a bit suspicious, as if there was some sort of shill bidding going on.

At the time i put it out of my mind, but since finding out the flooring was clearly deliberately miss sold and the seller shamelessly is pretending he A didnt know and B its unfair of me to mind i am more convinced it was shill bidding.

Which i can see ebay doesnt allow, and it says i can report, but having tried there is no way i can seem to do this. I can report listing practices and illegal items, but not shill bidding in any way i can find. 

Anyone ever sucessfully reported this?
