if someone is the winning bidder and then decide they dont want it,if you relist it are you still charged a fee.because it did sell ,even though the buyer isnt paying.thank you.

When a buyer doesn't pay you need to open an unpaid item case. You can open it any time between 2 and 32 days after the listing ends, and close it after four days if they haven't paid. For details, see: http://pages.ebay.co.uk/help/sell/unpaid-items.html

Your final value fee (but no other fees) will then be credited back to your account and you can safely relist the item, or make a second chance offer. The buyer will receive an unpaid item strike from eBay, which will stay on their account for a year. Two strikes will mean that most sellers automatically block them from bidding. Neither party can leave feedback, and any already left can be removed.

Yes, the fe is cahraged the moment an item sells.  It is up to you to recover he fee by opening an Unpaid Case after 2 days and closing after another4 days. Fee is then recredited to your account.
