NOW IT SEEM A LOAD OF RESTICTIONS ARE ALLOWED TO BE PUT IN PLACE. sellers have to accept the final bid, unless they have set a reserve, there are no other 'restrictions'

 

if a seller refuses to honour a sale you can report them.

 

ebay isn't an 'auction house' it is a selling platform that runs auction style sales.
