selling problem

Can anyone help me with my problem.

I sold an item

Buyer paid  with Pay Pal.

I sent it through my Courier.

I gave her the Tracking number, which she has tracked

The Buyer is saying she has not received it.

The Courier says it is Delivered.

They have opened a ongoing enquiry as they say that is has been delivered,

But I think the buyer wants a Refund.

How do I open a case on this to give the refund, but also get my fees back.Need to know how to do it.
