Your question is not clear.
Sellers sometimes shill bid, i.e. bid on their own auctions to push up the price, which is not allowed.
But the last thing a shill bidder wants to do is outbid other buyers and win their own auction, for which they will then have to pay eBay's selling fees.
Can you explain more clearly what it is that you're trying to describe?
