seller pulls out of the deal

hi

i baught some second hand watches for a small amount but that is what they got up to, now the seller has refunded my money saying they have run out of stock that is not true, they were a one off lot you dont have a stock of used watches that are all the same for you to be able to keep selling the same ones untill they have gone, he was hoping that they would atract more bidding if he started low and that it would boost the price up with having a lot of bidders then when he never got them only my bid and i won it he hasgiven the excuse he has run out of the watches, what can i do about it.

EBay will punish him by Charging him The Final Value Fees. They will also place a Damaging Defect on his Account.

how will ebay know that is what went on when he said he had run out of stock

You cant force him to sell but it is very bad ebaying. 

If you have been refunded then all you can do is to leave feedback

Be careful what you say done mention ebay or dispute

I agree it is an excuse and they should have started at a price they were willing to accept.
