seller keeps telling me that he's going to refund me

Ive asked the seller numerous times to give me a refund . of $59.90 he keeps telling me that hes going to send it. but I never recieved it? hes giving me the runaround. 

Also I try to ask ebay to step in but the button isnt responding??

ebay also said that they are still waitng for a reply from the seller. 

on the 26th of june I sent the item back and Im still waitng for my refund

You are registered in Australia.     These are the Uk boards and site so you are probably better off asking your questions on your home Ebay site as things may work slightly differently there.
