has anyone come across a scam where the buyer contacts seller to say the item is damaged but will take a partial discount that is roughly about the same cost of the  postage to send the item and pay for it to be returned so buyer will lose that amount anyway so they give the partial discount to save wasting time having the item returned. the other choice is to accept return once returned there is nothing wrong with so-called damaged item but seller has not only to pay for return but has to refund the cost to send the item as well

For exactly the reasons you describe, most sellers will decline to give partial refunds. (Unless, perhaps, they're 100% convinced about the item having been damaged.)

 

It's best to stick to offering a full refund on return. You are correct that the cost of sending a return label may be more than the buyer was asking as a partial refund. However, this is the only way to deter buyers who may otherwise make a habit of inventing damage to demand a discount.
