I ordered a garden bar on ebay. It didn't arrive and no responses to my messages. I opened a refund request and then the seller responded with apologies and that it was on it's way. Naively I closed the request. The item still hasn't arrived 2 weeks later but I cannot reopen the refund request. there doesn't seem to be any means of contacting ebay directly it just refers me to the closed case.
Can anyone advise what I need to do next?

You can only open one dispute so once closed that is the end of it on ebay
If you paid by paypal then try opening a not received dispute there
Escalate as soon as you can but within 20 days
You will have feedback to leave
open a not received case with whatever payment method you used at checkout - such as PayPal.
