why would a seller ask you to put money in a parcel?

no idea but eBay say -

"Please note that eBay does not permit sellers to accept cash payments sent by post."

Sounds like they wish to avoid paying fees.  Are you asking about a refund though?  

Why then is the seller asking you to pay money?

Thank you for reply yes the seller is avoiding fees – I sent item back – he asked to put money in parcel to supposedly send me a full refund I have ended up paying double postage £3.99 +£3.40 i only have proof of posting no tracking – I think he s breeched e bay rules return parcel I sent lost according to seller and disputing I sent it and insisting on having an extra week for Corona virus situation should parcel turn up – I really want to give negative feedback not sure maybe it will affect case put forward to ebay very suspect and sick of dealing with matters like this second time this year.
