hi, I have made a purchase but it has been two weeks now and the item still has not arrived. I have open a case, can anyone tell me if the seller can make a refund while a case is open against him? The seller said he cannot and asked me to close the case.

Yes he can.  A seller can make a refund at any time.  In fact, we always advise sellers to get the buyer to open a case, and refund through that case. He's stalling you.

When your case has been open for 8 full days, timed to the minute, you should see the option to escalate it.  when you do, your refund should follow. Do not close the case on a promise.  Ignore the sellers messages from now on.
