I want to pay partial refund to the buyer, how I can do it without contacting buyer

Why are you giving a partial?.

If you the buyer paid by paypal then sign into paypal

Go to the original payment and there is a refund link

You put in the amount you want to refund and check carefully before submitting

You should let the buyer know you are refunding and why
