order cancelled by supplier. Returned money short of what i paid

I ordered a swa for approx £175.

Supplier cancelled 2 days later without emailing me.

Eventually i noticed via essages the ordre had been cancelled and a refund was in my accound.

However it was £9 short.

Supplier say tghey returned what they received.

Where did my money go.

Cannot contact a human in Ebay to talk to them.

Anyone help please?

Is the seller outside the UK?   If so it's probably to do with the exchange rate, nothing to do with the seller.
