new method of being paid on ebay - is this a fake email?

This seems to be fake, because how do they get funds to refund sellers? Will ebay raid your bank account? What if they take too much? Seems like a blank cheque.

just found out, this is an HMRC directive for income tax purposes

It's not fake, it's true.   Sellers will issue refunds the way they always did.

I prefer paypal so I have ended all my listings and transferred them elsewhere, too much hassle to keep changing, it's as bad as that lot named after a south american river
