A buyer has not paid for an item, but as a seller, I am not able to leave negative feedback.. This is so unfair, for the seller, while the buyer gets away with not paying for a item?
eBay have a new policy if buyers do not pay.

Sellers don't need to open unpaid item cases any longer.
Instead, orders can be cancelled if a buyer hasn't paid within 4 calendar days.
Buyer receives a strike on their account.
Too many of those and the buyer will have their buying activity restricted.
you cannot change a green dot by putting the comment "Negative feedback" - leaving false positives for buyers is serious feedback abuse that can damage your account.
"the buyer gets away with not paying for a item" that's the sellers fault as they can cancel on day 5 as buyer did not pay and the buyer gets a strike.
However numerous sellers rather break the rules than follow them.
