managed selling account

Hi, when will having a managed account be compulsory in uk, please?

I have seen conflicting advice about charges for a managed account. Is the 30p charged for each item in an order (as some correspondents claim) or charged once only per order? I sell mainly small value items and if charged per item this would make selling on ebay unviable.

Looking forward to some help, please. Thanks for any advice.

In theory fees should be less as it appears that ebay only charge normal fees + 30p per payment. Of course once everyone is on Managed payments and ebay has a monopoly then anything could happen.
