Something is being sold at auction, with a starting bid of £30, but with a few hours to go, no bids have been made. There is the option to make an offer. Does this offer have to be at £30, or can a lower offer, say £25, be made?
You can certainly offer less, and sending an offer of £25 sounds reasonable.
Send it in, and the seller then can either accept, decline, or send you a counter offer.
