why is ebay still allowing items to be sold for collection only when collecting them would be a breach of lockdown regulations, as it is not an essential journey?

It is up to buyers and sellers to workout how to comply with requirements.
Collection items by here very nature are local, and it is easy enough to collect and pay without having any physical contact. Couriers and Royal mail manage to deliver every day, likewise items can be picked up from a doorstep without any contact, a friend gets payment in cash into a box and then puts item to be picked up by buyer.
Most people have the commonsense to wear a mask and have sanotizer.
As a Business Deal it isn't. You have to use your own judgement. A local Collection where you can Collect from someone's front door step would be fine. All depends what the Item is. You couldn't do it safely if it was a Vehicle which you would need to Fully inspect before Buying.
