I just made a purchase for a graphics card from a seller with 200+ feedback, shortly after paying I got an email from ebay saying the order was cancelled and the item removed with no further information. my card has been charged, I opened a dispute to request a refund but the dispute was immediatly closed because they say I filed a dispute with the payment institution and they ask me to check paypal but there is no dispute with paypal because I didnt use paypal. Please how can I talk to a member of eBay staff?

This is eBay's board of community experts, and people here are always willing to help. But it's difficult unless you provide more information.
It would have helped to know how you paid, and when. If the sale was canclled correctly by the seller, through eBay, your refund should have been automatically processed and you don't need to open a dispute. This may be what eBay's robot is trying to explain. It can only pick from standard wordings, and until very recently PayPal was almost universal.
Refunds are normally made to the source of funding. You need to check the relevant account to see if a refund has been stated, even if not received yet. This can take to to 30 days.
There are other possibilites, but the whole system is in the process of changing. It's more than ever important to explain exactly how you paid to help you.
