How do Ieave feedback about items I have bought?  Do I have to wait to get an email asking me for this or can I submit via items I have purchased (so they are verified)?

It is your choice when you leave feedback,  why do you think you have to wait for ebay to remind you? All you need do is leave feedback to discover that your question was unnecessary.

Leaving Feedback does not verify anything.

Feedback is voluntary it is up to you what you do about leaving FB, ebay does not care one way or the other.
