is the email a scam

sorry i have asked this on another board member to members board. unfortunatly onthere i cannot answer - not sure if this board is the same so forgive me if this is classed as adouble post.

I received an email from ebay@reply.ebay.co.uk

a) is that a genuine ebay email address,

b) the email stated that i had i had 50% off sellnig fees and to "click to accept" when i triedto log in i got a message saying it was invalid and the offer had expired. i received the eamil today 22 feb - but you can see by the expiry date below it has not expired yet.

So is this a scam.

On the other board i was advised that my account may have been hacked and to change all my pws ect.  I have looked im my ebay messages but never get messages re emails ebay send me to my message inbox.
