my suggested idea that will make perfect sense is to change the role of the contract that governs intangible goods to the seller gets no compensation should be list at your own risk I think this will reduce the amount of sellers attempting fraud because of the factor of no gains . I suggest ebay should review and rewrite the contract in the direction of the buyer has all rights once a case is opened on a case of intangible items . if ebay provides a platform which substitutes fraudulent behaviour It becomes an accessory and with it making or holding a percentage of the monies made from such listing it's impossible to evade especially with the contract emphasising on not recieving an item is a platform for reimbursement never did the contract state specifically that if you don't recieve an item not covered by ebay you are not exempted from a refund.
