Phoning who?
You should be able to track items online at the couriers or Royal Mail sites
If the case has closed due to the tracking showing as Delivered then you can not open another one on ebay
If it is still open then contact ebay and tell them the tracking is not correct
You can not escalate until 8 days after opening the dispute.
Do you know the address at all?.
If you fail on ebay
Open a not received dispute with paypal and make sure they know the address is not the one on paypal
The seller has to prove they sent it too the address on paypal and that is was Delivered
Escalate the dispute as soon as you can but within 20 days
