I am thinking of purchasing a jacket from an ebay seller in USA. 

Will I definitely need to pay import duty?

You'll pay VAT on an item with a declared value of over £15, the VAT will be charged on the item and postage price. You'll also pay an admin fee to the courier (£8 if Royal Mail, way more if a courier company such as FedEx).

You'll pay customs duty if the item has a declared value of over £135.

Check the HMRC Website. It depends on how much the Jacket will Cost you.
