Are you saying you are trying to pay for the item but can't?
There could be several reasons why you can't pay for an item:
Are you using the app? If so try to pay using a laptop/PC instead.
The seller may be new and need to accept the payment or confirm their email address.
They may need to relink their eBay and PayPal accounts.
You may be trying to buy an age restricted item, so you need to add a credit card to prove your age.
The seller may not post to your location.
The seller may have not set up the listing correctly. If so the seller must correct the mistake. I am not sure the transaction will succeed now though. The seller may need to cancel the transaction, correct the mistake and relist for you to buy again.
The seller may have blocked you. Sellers can block buyers for several reasons:

Try and contact the seller again, explain your difficulty and see what they say.
There is no excuse for harassing you or posting messages about you on social media though. If the messages are being sent through eBay messages as well then contact eBay CS and report them. eBay CS can read those messages.
sellers shouldn't post stuff about you all over facebook,
but on the same token, you shouldn't buy things before you have the money to pay for them!
The seller cannot get your account shut down. She can - and should - open a non-payer case which if you do not pay within a further 4 days will give you a defect. If you get 2 defects in a year then many sellers will not sell to you.
If you wish to stay on eBay you must arrange things so that you can pay [every time] within 2 days of the sale
