how to get approval of selling restriction of e-cigerate and vapes items?

Hi, I want to sell e-cigerates and vapes items on eBay UK. As per Terapeak Total 97 sellers are selling this, that is they have eBay approval of selling this items. How can I get the the same approval. Thanks
