how i can contact some one from ebay over the phone

Click on "eBay Help", top right of page (or from My eBay pages it's "Help & Contact", top left).   Scroll down to "Contact Us" and click on that.   Select a topic, the nearest or any topic.   On the next page, on the lefthand side you should get links to "Have us call you" and "Chat with us".

This is sometimes not available as eBay staff are working from home. Use the Live Chat link, or just come back to us explain your issue we can try and help you.

You cannot phone them all staff are working from home because of Covid,  the main line of communication is a Live Chat,  sometimes there is a Call Back in place.

At a guess can you not list items for sale on this new account?  Then,  you do need to contact them just to verify you are the account holder.
