If they paid by paypal then go to the payment in your paypal account
There is a refund link
Put in the amount you want to refund and check carefully before Submitting
If it is on the ebay managed payments I dont think there is an option for a partial ....yet.
Just in case there is go to the item in your sold section and see what options are there
