I am the buyer with an issue with a returned item and the original seller. I sent back a pair of Ray Ban sunglasses via a courier who delivered package and provided tracking along with a photo of the delivered item at seller's door step. Seller denies delivery and claims item was stolen and is refusing to refund my purchase price. What do I do?

All disputes have to be done through the resolution centre. Have you done that
If you opened a dispute in the resolution centre at the bottom of the page then you make sure the tracking is on the listing.
Escalate to ebay when the option appears on the dispute should be 2 days after the item arrives with the seller
As long as it says Delivered or attmepted delivery then you should win the dispute
