why am i getting charged now 35p for any listing now after receving bad feedback thats not my fault

eBay do not charge for listings after sellers  receive bad feedback.

 

You had 178 completed listings.  Did some of these automatically relist?  This now comes out of your 20 free insertion quota and no other promotion.  To relist you need to relist manually for the listing to comply with the 100 a day promotions.  Also 1 - 5 day durastions are also excluded  from the daily 100 promo.

 

Reading your last negative feedback  if you are in time you can get that removed.  For a non payment you need to open an unpaid item case in the Resolution Centre,  close 4 days later,  your fees for that item are refunded,  the buyer gets a non payment strike on their account,  and you can call eBay CS Customer Suippoirt from the Help & Contact tab above,  and they will remnove that feedback and defect.

 

You have 32 days from point of sale to open that case.
