To relist you need to relist manually for the listing to comply with the 100 a day promotions. Also 1 - 5 day durastions are also excluded from the daily 100 promo.
Reading your last negative feedback if you are in time you can get that removed. For a non payment you need to open an unpaid item case in the Resolution Centre, close 4 days later, your fees for that item are refunded, the buyer gets a non payment strike on their account, and you can call eBay CS Customer Suippoirt from the Help & Contact tab above, and they will remnove that feedback and defect.
You have 32 days from point of sale to open that case.
