funds withheld by ebay

I have not been paid for a item , There is no payment or payment pending or reason why I have not been paid showing on my account or any indication that I will receive the payment at all.

Ebay have not called me back yesterday as arranged and today are blocking me from contacting them or requesting a callback.

The buyer was told by ebay the reason for me not being paid was that I was new to ebay and had to build a level of trust. Which is a total lie

I have read all the restrictions why ebay would hold payment, poor seller performance , new seller etc and can confirm non of these restrictions apply to me . I have been an and bay member since 2009 have above average seller record and 100% feedback .

why are ebay openly lying to buyer and resticting honest sellers in this way . 

I can only presume this money holding is a money making scam. Has anyone else had this problem

You are not a new member,  but you have not used your selling account for a long time.

Many dormant accounts are used fraudulently,  by hackers,  so when there is sudden selling activity,  it raises red flags to eBay.

The hold on your money is a security measure for you,  your account,  and the buyer.

eBay and Paypal want to know that this sale was made by the correct owner of the account ,  so funds are initially held can be up to 21 days before release,  or if good feedback is received,  or tracking shows delivery,  funds are released sooner.
