I was just wondering who in eBay came up with the bright idea to allow offers to expire so you cannot sell the item to the interested buyer afterwards?
Offers are time limited, usually 24 - 48 hours, so you should have plenty of time to respond.
As your items are BIN GTC, you can contact potential buyer & ask the to offer again.
