error message: temporary buying restriction

I've recently tried to bid for an item but when I attempt to make the bid I get the error message saying: you've reached a temporary buying restriction. I have added a card and linked my paypal account so how do I get rid of this message so I can put a bid in?

eBay put an initial limit on the number of bids you can have,  if you are a new member.  it is to stop people getting carried away bidding for multitudes of items,  then not being able to pay when winning them all.  This causes problems for the seller,  who have to wait a minimum of 6 days to get their fees back,  that were paid the second the item sold,  and to be able to relist the item.

So,  eBay wish to see a good buying record  of prompt payments,  you can buy Buy it Now items with an immediate payment,  that will build up that good record and the bid limits will cease.

Can I increase the number of bids as a new member or is there some other way of removing the restriction?

No, you just have to build a reputation as a good buyer. Just bid once, the maximum you are prepared to pay, and let eBay auto bid for you if necessary.

Thanks but I still have my current problem in that I cannot bid any more on an item I really like. Do you know if there is a contact number/email address so I could directly contact Ebay to rectify this?

You can contact eBay Customer Services this way.

To contact eBay Customer Services, type Advanced Search in to Help & Contact bar top of your eBay page. Scroll down to the bottom of that page, you will see Contact Us, and the option to use Live Chat, and sometimes, there is a Call Back system.

Both options will give you an approximate time you need to wait for a response from their team.
