error message: temporary buying restriction

I've recently tried to bid for an item but when I attempt to make the bid I get the error message saying: you've reached a temporary buying restriction. I have added a card and linked my paypal account so how do I get rid of this message so I can put a bid in?

eBay put an initial limit on the number of bids you can have,  if you are a new member.  it is to stop people getting carried away bidding for multitudes of items,  then not being able to pay when winning them all.  This causes problems for the seller,  who have to wait a minimum of 6 days to get their fees back,  that were paid the second the item sold,  and to be able to relist the item.

 

So,  eBay wish to see a good buying record  of prompt payments,  you can buy Buy it Now items with an immediate payment,  that will build up that good record and the bid limits will cease.
