Ebay dont seem to reply to emails if you can find it

In most cases you do not have to contact ebay as problems with items are sorted out in the resolution centre. It is all automated

I purchased an item that had 3 components to it, the one component did not work, so I opened a return, but seller offered to refund for that component, so a partial refund was awarded, and return concluded, when the new component was purchased only then was it possible to proceed with the unit as a whole, it was not until all 3 components were put together was it apparent that the main component was also faulty, but because a resolution had been concluded for the first fault I was unable to start another return, despite seller agreeing to refund me in full.

UNfortunately you can only open one dispute and once closed you can not open another one. You should have opened a not as described dispute in the first instance and got your money back and started again. If you paid by paypal then you may be able to open a dispute there, Try siging up to thier return postage fist. You can 180 days to open a dispute there. You may not be able too, If it is a business then you may have rights under UK law so contact Citizens advice for their help
