If a refund has been issued the money will return to the source of the original payment and can take a while. If you used your debit card, with or without Paypal, the money will return to your bank account in about 7 days. Credit card refunds return to card in up to 30 days. Payments from your Paypal balance return to your Paypal account immediately.
If a refund has not been issued if you've opened a case you will be able to escalate it to ebay 3 working days after you started it. Then go to the case via the link on the ebay message or in Resolution Centre, click on Case Details > Respond to Case > Escalate This Case > Submit.
