ebay impossible to reach for this problem re: postage

I have recently bought some hoover bags off a seller on UK ebay, the postage was given as £2 for 2nd class postage, BOTH items arrived (I bought two seperate sets of bags) and they were not even wrapped in an envelope just an address label on the plastic bag thse paper bags come in, the franking was only 96p so more than double what the seller charged, the problem is there is NO WAY in this MAZE of Kafka-esque secrecy and obstruction used by ebay to report this!! you only get sent round and round and round ad infinitum ad nauseaum on this rotten ebay site!! I think £2 postage when it is actually only 96p is excessive, especially as the goods were not even packed in a discreet envelope - what do you think?? and how can I get in touch wtih ebay to report this seller!
