eBay says I haven't paid but I have

I have tried to pay for an item and the money has come out of my bank acount however ebay says that I havent paid and the seller hasnt recieved it.

Is this a new selelr or one returning to selling after a break,  ask them.  Some do not realise they have been paid.

Paypal hold monies for the above,  for 21 days before release. 

If the seller is under Managed Payments,  their payment is not available to them to withdraw for up to 6 days.
