eBay is not allowing the new listing, neither allows to edit an existing listing. This issue appeared for a month.
New Listing option takes to the eBay's error page link with the message- copied below.
"We looked everywhere.
Looks like this page is missing. If you still need help, visit our help pages.
Go to Homepage".
