eBay do not adjust fees for postage refunds (private seller, managed account)

I am a private seller and often buyers will buy two or more items from me but do not ask me to combine postage.  In such instances, I tend to post in one parcel and refund the buyer the excess postage. Under managed payments however, eBay will not adjust the sellers fee.  I feel this is unfair as charging a fee on the postage is already a liberty - I do not make money off the postage.

 

What do I do? 

1. Be fair, make the refund and take the hit?

2. Not give a refund even if I do put the items into one parcel?

3. Post each item individually. 

 

In my listing I suggest buyers ask me to combine before they pay but many do not.  eBay should make it clearer to buyers that they need to do this before paying.

Personally, I still make the part refund, but minus the extra fees I have paid on it.  For instance, if I want to make a part refund of £1, I take off the 13p fee I have already been charged on it, so refund 87p - which I usually round up or down to the nearest 5p!
