problem solved , ebay just mailed me after qustion was raised here :

what dos ebay mean by " due to concerns with the seller's account: " ?? is it fraud ? or what ?

 

Who knows? Only eBay, and they not going to tell you.

 

Just do as they say, and try to claim your money back if it doesn't arrive. I don't know what eBay means by "it should arrive soon". You won't be able to open a case until after the latest estimated or actual delivery date, which you say could be four weeks. The case must be opened within 30 days of the actual or estimated delivery date.
