didn't receive an item

I ordered an item back in April and didn't arrive,so i contacted the seller so they said they would send me another one. and that didn't arrive, that was due 2 weeks ago.

they have said that they have tried to refund me,but paypal/ebay won't allow them, As it is coming from Hongkong it will take another 30-35 working days. I have a feeling because the 60 days resolution claim is over i am stuck and will not get my money back. I have tried to find a solution on ebay but can't find one.Can anyone help

If you haven't used eBay's resolution centre, log into Paypal and use theirs instead.  You have 180 days from the payment date to do this.  Open a non-receipt case and make sure that you escalate it to Paypal within the maximum of 20 days, timed to the second that you open the case. 

Do not allow the seller to talk you into closing the case, stick with it until you get your full refund.

If the item arrives after you've been refunded then you will be able to repay the seller via your Paypal account.
