I purchased a dell computer in October with windows 10 operating system. Setting up has taken some time, but in early december on reacting to a message to activate windows I was informed that the copy of windows installed was not licensed. I contacted the seller twice with no reply and on the 3rd attempt on 22nd Dec received a reply   "!computers is out of the office until 01/02/2021 and may not be able to respond to your message"

Because of the time delay it seems I cannot raise this issue with Ebay. Can anyone advise.

You can try opening a "not as described case" with Paypal [you have 180 days rather than 30 for eBay] and you will need to persuade them that the fault existed when you bought and that the software was included when you bought it.

You should register with PP before doing so as you may get postage paid that way

If you paid by paypal then try opening the dispute there.

Try to join their return postage policy before you do

Escalate the case as soon as you can but within 20 days

If you can not do that then contact Citizens Advice for their help if they are a business in the UK

At the moment they may not be open and depending on where they are they may not be opening soon as many more areas are on the level four restrictions from tomorrrow
